What South Gulf Cove is

General Development Corporation sold the lots in South Gulf Cove under its own sales map and deed restrictions. The county's 2002 community plan counts 15,053 deeded lots on more than 6,200 acres of land and water. Of those, 4,734 are waterfront lots on about 50 miles of navigable canals. The other 10,319 are dry lots with no canal frontage. Most lots are one-fifth to one-half acre and zoned RSF-3.5 for single-family homes.

The South Gulf Cove Homeowners Association is based at 14859 Ingraham Blvd. Charlotte County Public Works runs the boat lock, and county assessments, not association dues, pay for the canals and lock.

Canals and the boat lock

The canals reach the Myakka River and Charlotte Harbor through one lock on the Butterford Waterway at 15801 Cattle Dock Point Road. Charlotte County Public Works runs the lock. Because the lock has had downtime for repairs and boat traffic has grown, the county is designing a second, parallel lock. The project budget is about $12.9 million, paid from the South Gulf Cove Waterway unit. In September 2026 the 90% plans were under review.

All lots in the community pay the South Gulf Cove Waterway Benefit Unit. It pays for dredging, canal and lock repairs, lock operation and cattail removal in the interceptor lagoon. The current rate is $50 per ERU for waterfront lots and $25 for dry lots.

Street and drainage assessments

South Gulf Cove has its own Street and Drainage Unit, an MSBU run by Charlotte County Public Works with a resident advisory board. It pays for road paving, drainage, landscaping and bridge upkeep. Each lot's assessment shows on the yearly tax bill, whether or not it has a house.

The unit borrowed money with a 15-year loan to resurface the roads in phases 2 through 5 during FY26 and FY27. Lots in those phases pay a $300 per ERU paving charge on top of the $119 per ERU maintenance rate. A small sidewalk charge of $2.03 also applies. Water, sewer and building

The 2002 community plan said lots could be built on only after county water and sewer reached them, and that the county was working to extend lines through the whole community. Service varies by street, so ask Charlotte County Utilities for an availability check on your parcel.

Much of South Gulf Cove is low and near the water. Look up your lot's flood zone on the county's Forerunner flood map. Before a home or dock permit, county staff review the lot for gopher tortoise burrows and trees, and some lots fall inside the scrub-jay boundary, which adds fees and a spring clearing ban. On a canal lot you may build a seawall and dock before a house, with a county permit. No one may live on a vacant lot in an RV or tent.

Taxes and what lots sell for
