Levy County or Marion County?
The state charter for the Rainbow Lakes Estates Municipal Service District places the community in both Marion and Levy counties. More people live on the Marion side. The district's seven-member advisory committee has six seats for Marion County residents and one for a Levy County resident.

The municipal service district
Voters created the Rainbow Lakes Estates Municipal Service District in a special election in November 1969, and the Legislature rewrote its charter in 2001. The Marion County Board of County Commissioners is its governing board, and the Marion County Clerk of Court acts as its treasurer. Levy County may contract with Marion County to provide the district's services on the Levy side.
The charter lets the district provide road maintenance and lighting, upkeep of public land and recreation facilities, law enforcement and fire protection. It also lets the district enforce the deed restrictions that came with the original lot sales.
To pay for this, the district may levy a property tax of up to 3 mills a year and charge special assessments. The Levy and Marion tax collectors put these on the regular county tax bill, vacant lots included. The district adopts its budget at a public hearing each year, so the amount can change. Look at your bill to see your charge.
Septic systems and the Rainbow Springs rules
Rainbow Springs and the Rainbow River are covered by a state springs cleanup plan, called a basin management action plan (BMAP). The current plan, adopted in 2025, covers about 1,668 square miles, and both Dunnellon and Williston are among the local governments in it. Check your address on the DEP septic and BMAP map to confirm your lot is inside.
Inside a springs plan area, state law bans a new septic system on a lot of one acre or less where sewer is available. Where sewer is not available, the 2025 plan says a new system on a lot of any size must be a nitrogen-reducing type that removes at least 65 percent of the nitrogen. These systems cost more than a standard tank and drainfield, and buyers price that in.
The Florida Department of Environmental Protection now handles septic permits in Marion County. In Levy County, the Florida Department of Health in Levy County handles them. Ask the right office about your lot before you plan a home.
Building permits, flood zones and deed restrictions
On the Levy side, every building permit for a home, site built or mobile, needs a Zoning Compliance Form from Levy County Planning and Zoning first. The county says the form can take up to three weeks. Levy County has no minimum home size of its own, but the Florida Building Code sets minimum room sizes. On the Marion side, ask Marion County about zoning and permits.
Check the flood zone on the FEMA Flood Map Service Center. A lot near a lake or a low area may be in a flood zone, which adds cost to build. Also read the deed restrictions in your chain of title, since the district can enforce them.
Taxes and tax certificates
Florida property taxes are due November 1 and become delinquent if not paid by April 1. In Levy County, the Tax Collector mails reminders by April 30 and advertises unpaid accounts in May. A tax certificate sale on the unpaid taxes starts on or before June 1 and is held online. Bidders compete on the interest rate, from 0 to 18 percent a year, and a certificate lasts 7 years.
Two years after April 1 of the year the certificate was issued, the holder can apply for a tax deed. In Levy County, the Clerk of Court holds tax deed auctions in person at the County Government Center in Bronson. You can redeem by paying the taxes, interest and costs any time before a tax deed is issued. Marion County lots go through the same state process with the Marion County Tax Collector.
